Tari found the tour of Wembley Stadium boring but as target it was ideal. World symbol of England football. He regretted there were no matches being played there in the near future. Anyway, there were problems of dispersal and escape. No one in Baghdad had given it that much thought. Iraqis never bothered with the small details by which an operation succeeded or failed. Tari believed in meticulous planning. He would be flexible, prepared to move sidewards, even backwards, before moving on, always moving on. That’s why he had been on tours of the English National Opera and the National Theatre. Tari was not interested in western sports or decadent opera. They were merely venues; sites for demonstration – if Baghdad decided to take that route. Personally Tari favoured a sudden all-out strike. Total warfare. Total fear.

Driving back from Wembley, Tari detoured to park outside a modern block of flats in Highgate. Since he’d seen Salilah after the hijack she had moved in and out of his thoughts. He knew where she lived – or had lived when they’d first brought her to England. London’s Arab world was a small place. Palestinian agents, posing as students, had met her in her early days as a translator – before she had been warned to distance herself totally from her past. They had followed her home. Such small pieces of information were useful. They had told Tari.

He was surprised to see her name on the topmost of the intercom buzzers. There was only a slender chance of seeing her, he recognised. She was probably at work. He had nothing to say to her anyway. He did not know why he was waiting – but wait he did. He parked on double yellow lines while traffic wardens walked past and stared curiously. Tari smiled and they sauntered on. He was pleased his cover worked so well. The English class system!

Across the road newspaper placards outside a newsagent proclaimed Peace in Ireland? He knew how the IRA had paralysed London with the odd bomb here and there. Not many dead. They had forced the police to seal off the City, the smallest unattended package closed a railway station and a suspiciously parked car caused traffic chaos. Even hoax calls brought pandemonium.

Think what he would achieve – all with one small flask. In an experiment, London Underground had sprayed harmless bacilli in Colliers Wood station in the south of London. The bugs were found eighteen stations away. Devastating. If he did something similar in the West End – maybe in Oxford Street tube station, the impact would be colossal.

Until the flask arrived, he intended to keep a low profile. Tomorrow another piece of his cover was arriving; another piece falling neatly into place.

After twenty minutes Tari gave up waiting and drove off. He was thinking of the future. He didn’t see the little girl toddling ahead of her mother until she stumbled over the pushchair she was wheeling, lost her balance and lurched into the road.
